I have the honour to inform you that I have
carefully considered the remarks made in Mr. Bonar Law's Confi- -dential Despatch of the 28th. November last, and before pro- -ceeding to lay before you definite proposals I will deal with the points raised in that. Despatch.

In paragraph 3 of the Despath in referring
to officers in the higher branches of the service Mr. Bonar Law wrote of them ne "Officere drawing salaries which must, save in exceptional cases, be regarded as leaving an ample margin for individual domestic responsibilities". I will assume that officers in Classes I, II, and III of the Cadet Service, and officers drawing equivalent salaries in other Departments are meant. I therefore submit the enclosed statements which have been fumished to me in connection with an application which but for the war would have been made to me on behalf of the members of
the higher grades of the Civil Service praying for a rovision of their salaries, which they point out compare very unfavourably with the salaries of the Civil Service in the Straits Settlements.
I have not been able to make a detailed examination of the accounts of the officers whose names appear in the statementa except in the cases of Dr. Gibson and Mr. Dallin whose daily accounts for their joint messing I mve examined. These accounta
